Google Tells you that a standard ad group should have at least 3 ads within them, 2 text ads and one responsive text ad
For Ads you have to treat it scientifically and keep constants and test out what you want to test. -> You want to test one variable at a time.

1 . Ad variations – Make one change across multiple ads – This is from the draft/experimentation tab
2. Campaign Experiments – This is good for bid strategies, audiences, etc. For copy ad variations is better
3. Labels and Pivot Tables
Use Enhanced CPC / Maximize Conversions until you get enough data to use Target ROAS or Target CPA
Remember, Big Strategies in Google Ads are made at the Campaign Level
